Ottawa: The federal government has cleared the way for Rogers to complete its 26-billion-dollar takeover of Shaw, but with a lot of strings attached.

Industry Minister Francois-Philippe Champagne has approved the transfer of Shaw-owned Freedom Mobile’s wireless licences to Quebecor’s Videotron.

He says the government has secured 21 legally enforceable commitments from Rogers and Videotron to boost competition and drive down prices.

Champagne says Ottawa’s conditions should not be taken lightly and that they will ensure a fourth national player can go toe-to-toe with the Big Three.
