Chandigarh: The cold war between Chief Minister Bhagwant Mann and Governor Banwarilal Purohit has now started turning into a political confrontation. The Chief Minister and the Governor have now come face to face in the matter of appointment of vice-chancellor of Punjab Agricultural University.
Bhagwant Mann posted a letter written in Punjabi to the Governor on the issue of appointment of Vice-Chancellor on Twitter, in which the he has given a sharp reply to the Governor.
On the other hand, the chief minister’s letter, written in English, reached the Raj Bhavan, did not use sharp language. The Raj Bhavan sought an explanation from the Chief Minister on the difference between the two letters (Punjabi and English). The Raj Bhavan said that the letter of the Chief Minister in Punjabi, which is circulating in the media, has not yet been received by the Raj Bhavan and the contents of the letter written in English received by the Raj Bhavan have no match with the letter in Punjabi language.
He also questioned why the letter written in Punjabi has been made public without sending it to the Raj Bhavan. In a five-page letter written in English to the Governor, the Chief Minister has justified the appointment of the VC with technical and legal references and asked the Governor to reconsider the issue. On the other hand, in a one-page Punjabi-language letter, the Chief Minister has put the Governor in the dock.
In a letter shared on his Twitter account on Thursday evening, the CM pointed out the unnecessary interference by the Governor in the functioning of the state government. Bhagwant Mann has spoken openly against the Governor.
It may be recalled that the Governor had written a letter to the Chief Minister on October 18, 2019, asking him to appoint Punjab Agricultural University Vice-Chancellor Dr. Orders have been issued to remove Satbir Singh Gosal.
The Chief Minister, in his letter, referred to the fact that earlier the former Vice -Chancellor of PAU, Dr. Baldev Singh Dhillon and Dr. Apart from MS Kang, the approval for the appointment of any previous VC had not gone from the Governor. As was the case earlier, according to the law, Dr. Satbir Singh Gosal has been appointed after going through the entire process. Mann has written that Dr. Gosal is a scientist and respected Punjabi Sikh. Punjabis are angry over the (Governor’s) orders to remove such a personality.
The letter referred to repeated interference in the affairs of the elected government of the people with a huge majority for some time now. Bhagwant Mann recalled that first the convening of the Punjab Vidhan Sabha session was obstructed, then the appointment of the VC of Baba Farid University of Medical Sciences was canceled and now orders have been issued to cancel the appointment of the Vice -Chancellor of PAU. He said that the people of Punjab do not tolerate obstruction in the work of the government. All this is missing from the letter received by the Governor.
‘Governor should not listen to those who do wrong things’
Bhagwant Mann, in a letter written in Punjabi, praised the Governor and said, “I have met you many times. I found you to be a very nice and noble person. You cannot do such things on your own. “Who tells you to do all these wrong and unconstitutional things? They stay behind the back. He wrote that those who do wrong things do not want the good of Punjab and the Governor should not listen to such people.
